Perhaps no one else has responded to this since it seems a little ambiguous.

I'm really tempted to say that I try to keep it above the keel and below the deck, but that would be a little obvious (apologies to John R.).

Technically it's the designed level at which the boat floats (salt or fresh - not sure).

I suspect you really mean "where does the bottom pain stop"?  I for one, am not sure how to answer that.  It's a fairly complex line.  Perhaps an easy, but not practical solution would be to float the boat properly loaded with full fuel, water, etc, and mark where it sits.  I'd be tempted to paint perhaps a 1/2 inch above that since slime tends to grow above the actual waterline, and perhaps slightly higher in the bow, but that's personal taste.  Where is mine?  Right where the last owner left it!  

Anyone else care to weigh in here?
