A foot block normally goes aft of the lead block and track, usually close to
the gunwale of the boat.  The sheet then goes from the genoa car to this
foot block (turning block) then to the winch.  This way the angle of the
sheet from the Foot Block to the winch is always constant and doesn't vary
depending upon what jib/genoa you have up.  In some cases the lead from the
genoa car to the winch can be very slight which leads to wraps.
