Hi Courtney,

I bought my boat almost 2 years ago, knowing there was water in the decks. I didn't know until we started work just how much...

In the end, we ripped up the top layer of fibreglass and the core in the side decks from forward of the chain plates,more or less back to a foot aft of the fwd end of the cockpit, and the fwd half of the foredeck.

We did sampling everywhere to make sure we got everything moist out of there. In ripping up the decks, we did so one section at a time, leaving a 1.5" strip of deck every 18" or so, so we'd have a guide to meet the original thickness. We pulled up and rebuilt section by section so that
The whole thing didn't get out of hand.

The toe rail areas were dry, being solid glass, so your leaking is probably limited to the bolt holes. You can pull and reseal those that leak without pulling the entire rail.

I did pull the teak toe rails, replace and rebed with new sealant and hardware, as we did for all main deck hardware. 

Here's how we proceeded: 1st we added a thin layer of new glass to the existing bottom layer, then in areas with no hardware or through bolts, unicell structural foam, then about 6 layers of glass of different weights and weaves, feathered about 3" into adjoining areas, then gelcoat, and two coats of antiskid.

Anywhere there is hardware, and/or throughbolts is solid glass - 6" around chainplates and main foredeck cleat, & 2 - 4" around all others. In this way, any water getting into a hole of any type in the decks cannot get to core, and will run directly into the boat where it is easily detected, and corrected.

In rebedding the lifeline stanchions - also through solid glass, we replaced the fibreglass backing plates with 1/4" aluminum plates.
