Dear ENERGY STAR CFL Stakeholder,
We received a number of questions in recent weeks concerning the status of
the transition from version 3.0 of the ENERGY STAR CFL criteria to the 4.0
criteria. The intent of this e-mail is to address some of these questions
and remind stakeholders of the changes included as well as those taking
place later this year.
Version 4.0 of the ENERGY STAR criteria for CFLs went into effect on
December 2, 2008. Due to the slowing of the U.S. economy, the U.S.
Department of Energy extended the grace period during which time existing
models, packaging configurations, and SKUs not meeting the current criteria
can continue to be sold with the ENERGY STAR logo until July 1, 2009. The
extended grace period applies only to products that were qualified before
December 1, 2008. This grace period allows partners to continue to sell
remaining inventories of ENERGY STAR CFLs not meeting the new criteria
without undue burden or expense. After July 1, the Department expects all
products carrying the ENERGY STAR logo to meet version 4.0 of the criteria.

Products qualified under version 3.0 of the criteria that do not meet the
new program requirements are currently displayed on a "Transition List" on
www.energystar.gov/CFLs. These products also continue to remain on the main
qualified product list with a disqualification date of July 1, 2009. It is
our intention to remove all disqualified products from the main list on July
2, 2009.
Many manufacturers are submitting new test reports for those products on the
"Transition List." When those products are deemed to meet the new criteria,
the disqualification date will be removed from the qualified product list.
The products may still appear on the "Transition List," so to check the most
up-to-date status of a product, please use the list found under "Resources"
on the right hand menu of the CFL home page (see

Qualified Compact Fluorescent Light Bulbs).
A number of improvements to the ENERGY STAR criteria were included in
version 4.0. These changes are in effect now for all qualified models. Below
are some of the highlights of the new criteria:
* Reflector Products:
* All indoor reflector products must complete high heat testing.
* Reflectors intended for outdoor use must be clearly labeled as such
with "Outdoor Reflector" on the front of the packaging. The "Caution
Statement" should state these products are "not intended for indoor use" or
that they "have not been tested for high heat applications".
* New Minimum Lifetime for Bare Products: All non-specialty bare
products must have a minimum lifetime of 8,000 hours by Dec 2, 2009. There
will be no grace period for these products. This requirement does not apply
to dimmable and three-way models.
* Third Party Testing and Verification Program: This manufacturer-paid
program targets to test 20% of the total number of qualified bulbs during a
calendar year. The first cycle of testing will begin shortly. Manufacturers
of the selected products have recently been notified of their products that
have been selected for this testing. Note that ENERGY STAR defines a
"manufacturer" to be the organization that is listed as the under the
"Organization Name" field on the ENERGY STAR list of qualified products.
* Candelabra bases: Self-ballasted CFLs with candelabra bases are now
eligible for qualification. Currently qualified, medium-based products that
make no changes other than the size of the base can submit for qualification
using existing test data.
* Correlated Color Temperature:
* Manufacturers must include x,y chromaticity data at 100 hours of
life for ten samples to show consistent color temperature. Nine out of ten
samples must fall within 7 steps of the ANSI MacAdam ellipse for the
declared Correlated Color Temperature. Allowable CCTs are 2700K, 3000K,
3500K, 4100K, 5000K, or 6500K.
* All packaging must include the Correlated Color Temperature.
* New Mercury Requirements:
* All original lamp manufacturers must have a letter on file with NEMA
stating the company's commitment to reduce the amount of mercury in
self-ballasted CFLs. Information can be found at www.cfl-mercury.org

* All packaging must include the Hg symbol for mercury, "Lamp contains
mercury" and provide one of the following web site addresses for more
