With the various stories that are circulating about problems that =
occurred in this year's election I thought it best to provide more =
information about the process and the results in the Town of Middleton.
In response to the record number of people requesting to vote by =
absentee ballot, the Town extended hours and hired additional help. 1350 =
ballots were presented by absentee voters. Town staff advised several =
people about missing signatures of the voter or the witness and the =
deficiencies were corrected on all but two ballots. Those two ballots =
could not be counted because the ballot certificate was not signed by =
the sender and there was not sufficient time left before the election to =
send the ballots back.=20
Three absentee ballots were received in the mail after November 2nd. =
Such ballots are not timely and are not counted.
The absentee ballots were processed by a team of at least three poll =
workers. The absentee ballot certificates were inspected for =
completeness and compared to our registered voter list. the envelopes =
were opened, ballots removed and separated from the envelopes. The =
ballots were unfolded and fed into the optical scanner tabulating =
machine by a team of poll workers. Ballots that were rejected were =
examined to determine the problem and to determine the voter intent. In =
few cases of spoiled ballots, the poll workers had to mark new ballots =
to reflect the voters intent. In such cases the spoiled ballot and the =
remade ballot are carefully marked so that they can be reviewed in the =
event of a recount.
The whole process is open to public inspection. On November 2, there was =
at least one independent poll watcher in attendance from beginning to =
end.
During election day 322 people registered to vote. Many people from the =
City of Madison and the City of Middleton were directed to their proper =
polling places.
At 8:00 p.m there was no line so the polls were closed and the election =
was over. The poll workers reconciled the totals from the lists of =
voters (absentee and otherwise) with the total on the machine and the =
vote total print outs were completed and called in to the County Clerks =
office. The ballots and envelopes were sealed in special containers and =
stored in the event of a recount. The next day the vote total tapes, =
lists of voters and the electronic data storage device were delivered to =
the County Clerk's Office.
