The Plan Commission meeting scheduled for May 5th has been cancelled due =
to lack of agenda items.

OPEN BOOK

Open Book is when you have a chance to come into the Town Hall to review =
your assessment and compare it to others in the Town.  You may also find =
2010 assessment information on the Dane County property information =
website "AccessDane <http://accessdane.co.dane.wi.us/index.asp> ".  If =
you have not received a letter from our assessor, your assessment is =
unchanged from last year.

If you feel your assessment is not in line with others in town, you may =
call  Paul Musser, the Assessor, at 712-2847.  You may also schedule a =
meeting with him or come to the Town Hall on April 28th from 5-8 pm to =
discuss your situation in person.=20
If you are not then satisfied with the results, you may then contest =
your assessment in front of the Board of Review=20

BOARD OF REVIEW

If you wish to contest your assessment, you may come in front of the =
Board of Review.  You will need to notify me of your intent to object 48 =
hours in advance of the initial Board of Review (We close at noon on the =
14th; call 833-05887 before noon or you may fax (833-8996) or email =
<mailto:dshaw@town.middleton.wi.us?subject=3DIntent%20to%20Object%202010%=
20Property%20Assessment> me before 7:00 p.m. Saturday the 15th.)  You =
will also need to complete he Department of Revenue's Objection Form for =
Real Property Assessment =

before 9:00 p.m. on Monday, May 17th (we will be holding a Board meeting =
concurrent with the initial meeting of the Board of Review and will =

MEET WITH THE LOCAL ASSESSOR=20


How do I find the assessment value of my property?=20


Contact your local assessor to determine your assessment. Current year =
assessments are not usually completed before the second Monday in May. =
After the assessment roll is completed, the assessor must notify every =
owner of real property, or any improvements taxed as personal property =
whose total assessment changed from the previous year. Failure to =
receive a notice does not invalidate the assessment.

Am I required to meet with the assessor?=20
You are not required to meet with the assessor before appealing to the =
Board of Review, although it is highly recommended. Minor errors and =
misunderstandings can often be corrected by meeting with the assessor =
without initiating a formal appeal.

What should I expect if I meet with the assessor to informally discuss =
my assessment?
You should ask questions that will help you understand the assessment =
process and how your assessment was determined. An informal discussion =
with the assessor can often resolve a problem prior to a formal hearing =
before the Board of Review. Ask the assessor to show you the records for =
your property and to explain how your assessment was determined. Ask any =
questions that will help you understand the assessment process. =
Municipalities must provide instructional pamphlets at open book which =
explain the assessment, taxation and appeal processes. You should ask =
about the data on your property. Make sure the size, age, condition, =
number of bathrooms, and other physical characteristics of your property =
are correct. Also, if you know of recent sales of property in your area, =
bring them to the attention of the assessor.

BOARD OF REVIEW=20

How do I get the Board of Review to review my assessment?=20

The first thing you must do is provide written or oral notice of your =
intent to file an objection to the board of review's clerk. The notice =
of intent to file an objection must be made at least 48 hours before the =
board's first scheduled meeting. You can obtain an objection form from =
your municipal clerk. Your objection form must be filed with the clerk =
of the board of review during the first 2 hours of the board's first =
scheduled meeting. Make sure you file a completed form or the board may =
refuse to act on your appeal. An objection form is illustrated on page =
13.=20

Each assessment year stands alone. You may only appeal the current =
year's assessment. However, you may appeal your assessment every year if =
you feel the value is incorrect.

What must I do to get the Board to change my assessment?=20

Under Section 70.47(8)(i), the assessor is presumed to be correct. This =
means that unless you present convincing evidence that proves the =
assessor's value is wrong, your assessment will not be changed. You =
cannot merely appear before the Board and say your assessment is too =
high. You must present evidence to support your opinion of the value you =
listed on your Objection Form.=20

What is the most compelling evidence I can present to the Board of =
Review?=20

Under state law the best indicator of market value is a recent =
arm's-length sale of a property, provided it is in line with recent =
arm's-length sales of reasonably comparable property. Sales should be =
recent; those several years old may not reflect current market =
conditions.

4th Annual Golf for Giggles

On May 15th, the West Middleton PTO will be hosting The 4th Annual Golf =
for Giggles golf/auction event at Pleasant View Golf Course.  Join us =
for an afternoon of golf, dinner, live auction, and laughs!

This year as proceeds raised through our sponsors and auction will go =
directly back to the students of West Middleton Elementary School.  The =
WM PTO will be kicking off a Literacy Campaign starting in the fall of =
2010 and replacing much needed equipment for our special education =
department.
