Shelby, born Jan 1867 Jefferson Co, AR; married to Mollie E....
Find them on census this way:
He's R.C. [C.B.] age 14 AR, with mother, E.C. Shelby on 1880 census for
Jefferson Co, AR.

He's age 33, b Jan 1867 AR, in HH of brother William J[C] Shelby, on 1900
census for Jefferson Co, AR.

Charles B Shelby's parents were Alvin Grimes Shelby and Elizabeth C Henry.

Charles brother's were William Calvin Shelby, and James Larkin Shelby

Alvin was the son of William and Martha Shelby [this William is the one tied
in to Urvin Polk Shelby of Montgomery Co, TN]
