I can provide some pointers off the wind.
 
1.  Pole should be raised higher than normal which will allow you to point
higher with the spinnaker than you would otherwise be able to do.  With the
pole at a normal height the luff of the spinnaker is pulled tight causing it
to fold inward slightly.  This induces the spinnaker to collapse early.
With the pole set higher than normal the luff is not folded in at all and
this causes it to stay full and not collapse.
 
2.  As a puff starts the helm has to fall off slightly and the spinnaker
trimmer has to ease the sail.  This will provide rapid acceleration.  As the
puff wanes the helm has to reach back up and the trimmer has to trim in the
spinnaker.  This will provide better speed.  If you can stay with this
process and ahead of the wind puffs you'll make big gains off the wind.  
 
3.  Dead down wind you want to sail close to by the lee with the weight on
the leeward side of the boat.  This will rotate the spinnaker out from
behind the mainsail into clear air and provide the best chance for better
speed.  Should either have a preventer  on the mainsail while doing this or
at least someone on the cabin top pushing the boom out.  When folks move to
the lee side of the boat it will tend to make the main sail want to jibe
over.
 
4.  Move the weight forward in the boat, nearer the mast, to help lift the
back of the boat out of the water slightly and have less wetted surface.
 
5.  Lastly little or no backstay tension on.

Sounds stupid, but start with making sure your bottom is fair, sails are
new, and the boat is light.  In my first season I suffered from a serious
boat speed problem that was amazingly fixed by these three things!
 
Agree that apparent wind should be between 26-28 once you are up to speed.
You should outpoint all of the competition, always gaining height even if
you are giving up some speed - if you have VMG instrument, use it.  Agree on
Hiking!  Also - Don't underestimate the importance of the main to powering
the boat.  Agree on the outboard leads (and forward), but I still havent
completely cracked the code off the wind, though I suspect sailing lower
than predicted by the curves is faster.

I'm still struggling also, and against slower competition.  One thing I have
found is that as soon as we are not hard on the wind it pays big time to
move the jib lead to the rail from the track.  Also in heavy air (20+kts)
I'll put the #3 lead on the rail, I give up a few degrees pointing but the
main traveller can then be played down quite a bit and the helm is much
lighter. When we do hit the groove the boat really moves.
 
I just found some polars based on IMS for the boat that shows up-wind
apparent wind angle of 26 deg. for pretty much all wind speeds and with a
full crew on the rail.
